Some sex offenders reported living within mile of schools

School has already started and more than 35 registered sex offenders are reported living with a two-miles radius of some South Kitsap School District schools — some within a mile radius, according to a search on a website for registered sex offenders.
According to www.iCrimeWatch.net — through the Kitsap County Sheriff’s Office webpage — there are 36 sex offenders that live within two-mile radius of some schools. Many of the registered sex offenders were convicted of sex crimes involving minors.
The Community Protection Act of 1990 mandated that sex offenders register and that law enforcement agencies routinely track where sex offenders were living.
The Kitsap County Sheriff’s Office releases information on Level 3 registered sex offenders in accordance with the Community Protection Act and related statutes, according to Deputy Scott Wilson, KCSO spokesman.
Wilson said KCSO has no legal authority to direct where a sex offender may or may not live. Six of the 36 are classified as Level 3 sex offenders, which are considered to have a high risk to re-offend.
Port Orchard Police Chief Geoffrey Marti said his department receives few calls concerning sex offenders living near schools within the city limits.
“Surprisingly, we receive very few calls like that,” Marti said. “Most are called in to the school resource officer by the school and relate to students being outside in places they are not supposed to be.”
Within a two-mile radius of East Port Orchard Elementary, 11 sex offenders are registered at various addresses. Four of the 11 reside within a mile of the school. There also are 11 within two miles of Orchard Heights Elementary.
Sidney Glen Elementary and Cedar Heights Junior High, both located off Pottery/Sidney Road, have eight registered sex offenders within two miles of each school. Three live within one mile of Cedar Heights and two within a mile of Sidney Glen.
Near Marcus Whitman Junior High, Madrona Heights School and Preschool, there are nine within two miles and two within a mile of the schools.
There are 10 sex offenders registered within two miles of Hidden Creek Elementary, but none with a mile radius.
South Kitsap High School has four sex offenders living within a mile of the campus.
The same is true for schools in outlying parts of the school district.
In the Manchester area, there are four that live within a mile of the elementary school, six within a two-mile radius.
Within two miles of Burley-Glenwood Elementary, there are eight registered sex offenders, one lives within a mile.
Olalla Elementary has two sex offenders who are registered at homes within a two-miles radius, while Mullenix Ridge Elementary has four within two miles and one registered within a mile.
There are two offenders registered within two miles of John Sedgwick Junior High and South Colby Elementary.
Sunnyslope Elementary has two registered within a two-miles radius.

Monitoring sex offenders
The Kitsap County Sheriff’s Office offers OffenderWatch, a software program which can be downloaded unto a computer. KCSO uses the software to manage and monitor the whereabouts, conduct and compliance status of the registered offenders in Kitsap County.
OffenderWatch is updated throughout the day as offender addresses and other offender information is updated in our office. Individuals can enter an address in the county and view information on the publishable offenders within an address within the specified radius of the address you enter.
The National Sex Offenders Public Website (www.nsopw.gov) lists 42 registered sex offenders living within the 98366 and 98367 zip codes.
NSOPW is a sex offender search site with direct access to live registered sex offender information from the individual registration jurisdictions.
What are the different sex offender levels and what do they mean?
Level 1: The vast majority of registered sex offenders are classified as Level 1 offenders. They are considered at low risk to re-offend. These individuals may be first-time offenders and they usually know their victims. Information regarding Level 1 offenders is not typically included in the search.
Level 2: These sex offenders have a moderate risk of re-offending. They generally have more than one victim and the abuse may be long term. These offenders usually groom their victims and may use threats to commit their crimes. These crimes may be predatory with the offender using a position of trust to commit their crimes. Typically these individuals do not appreciate the damage they have done to their victims.
Level 3: These sex offenders are considered to have a high risk to re-offend. They usually have one or more victims and may have committed prior crimes of violence. They may not know their victim(s). The crime may show a manifest cruelty to the victim(s) and these offenders usually deny or minimize the crime. These offenders commonly have clear indications of a personality disorder.
Kidnapping: If the victim is a minor and not related to the offender then the offender is required to register for this offense.
