POULSBO — No charges will be filed against an 82-year-old Poulsbo woman who allegedly ran over a 64-year-old woman Tuesday in the First Lutheran Church parking lot on 4th Street.

“It appears to be a terrible accident,” Poulsbo Deputy Chief Wendy Davis said. “We are investigating, but at this point it doesn’t look like there were any contributing circumstances.”

The victim was identified by the Kitsap County Coroner as Cheryl L. Penttila, 64, of Port Ludlow. Poulsbo police went to the scene around 6:20 p.m. and found Penttila on the ground.

Poulsbo was assisted by Suquamish Police and county sheriff’s officers.

Davis said it appears the driver was attempting to park her vehicle when she struck and drove over Penttila. The two women were known to each other; both were at the church to attend a Kitsap Quilters meeting.

Kitsap Quilters declined to make a statement.

Pastor Alison Shane of Poulsbo First Lutheran said the church’s response is of “deep grief for everyone involved, and we’re praying for comfort and peace for everyone involved — the women’s families, first responders, everyone.”

The church will host a community gathering as a “time of remembrance, prayer, comfort, hope and peace,” on March 6 at 6 p.m. in the church sanctuary, 18920 4th Ave. NE. Shane said the gathering is for all of those touched by the tragedies reported in the news lately. “We recognize that our whole community is grieving,” she said.

Davis said the weather and lighting conditions of the parking lot may have been factors.

Shane said this was the first instance of trouble with their parking lot lighting.

“If it does turn out to be something we need to look at, we will definitely do that,” she said. “We’re keeping communication open with police.”

Tuesday’s road conditions were treacherous, as snow began to accumulate lightly around 5 p.m.
