Man’s car found in Quilcene; he’s still missing

Kitsap County sheriff’s detectives have found the vehicle belonging to a South Kitsap man who has been missing since Saturday. The vehicle was unoccupied. Cecil Socrates Mann, 77, is still missing, spokesman Scott Wilson said.

QUILCENE — Kitsap County sheriff’s detectives have found the vehicle belonging to a South Kitsap man who has been missing since Saturday.

The car, a blue-colored 2007 Ford Focus, was found at approximately 3:15 p.m. Tuesday on a rugged 4×4 road, approximately 10 miles southwest of the town of Quilcene in Jefferson County. Quilcene is located on Highway 101 on the west side of Hood Canal.

The ground search and rescue effort for Mann is now under the jurisdiction and coordination of the Jefferson County Sheriff’s Office. Kitsap County sheriff’s detectives are assisting.

Kitsap’s sheriff’s detectives were in Quilcene continuing their investigation concerning Mann when they checked in with the U. S. Forest Service Office. They learned that a local resident had reported seeing an abandoned car, blue in color, up a mountain road. Investigators were escorted to the site of the abandoned vehicle and confirmed that it was Mann’s car.

Mann has lived in Washington for approximately 10 months and is not overly familiar with the area. He has never before been away from his residence overnight. Mann was last known to be at his residence on Harper Hill Road SE, South Kitsap, around 10 a.m., Sept. 15.

Cell phone records indicate that Mann was likely in Jefferson County on Saturday. His phone has been powered off.

Mann does have medical issues that are of concern to his family, Wilson said, but he is not considered suicidal nor does he suffer from any form of mental incapacity.

Mann is described as Caucasian, 5 feet 8 inches, 135 pounds, with blue eyes and gray hair. He is wearing either a tan or green windbreaker jacket and blue jeans.
