The camp was abandoned when police and parks arrived, said Tom Cressman, parks maintenance manager.

Police had received reports of littering, theft and vandalism in the area, according to Bremerton Police Chief Steve Strachan.

Police and parks recovered syringe needles, bicycles and debit cards in the area, as well. Strachan said he suspects the bikes and debit cards were stolen.

A local Facebook group called Forest Ridge Park first reported the problem.

“My concern is for the (homeless) people but there’s a law – you can’t camp at the park,” said Katherine Weigel, a member of the Forest Ridge Park group.

Weigel said she was worried about trash in the area and the likelihood that anyone staying in the park was probably urinating and defecating in the park as well.

About five group members walk the trails every third Saturday, Weigel said. They often find trash and syringe needles.

To report discarded needles, call the Kitsap Public Health District at 360-337-5235.

Police have been cracking down on what Strachan calls “criminal vagrants”: people who choose to be homeless and use crime to support their lifestyle.

“There are a pretty good number of social services that will provide help to those that need it,” Strachan said. “This group we’re talking about is separate.”

Criminal vagrants will accept help from social services, but still maintain a criminal lifestyle, Strachan added.

“There are some individuals out there that may have issues with mental health that they’re less capable … and these criminal vagrants prey on them,” Strachan said.
