PORT ORCHARD — The Kitsap County Sheriff’s Office is requesting the public’s help in locating a South Kitsap man who has not been seen since Saturday. His family believes he left his house to go fishing but hasn’t returned home.

Cecil Socrates Mann, 77, is described as Caucasian, 5 feet 8 inches, 135 pounds, with blue eyes and gray hair. He is wearing either a tan or green windbreaker jacket and blue jeans.

Mann was last known to be at his residence on Harper Hill Road SE, South Kitsap, around 10 a.m. Saturday. Sheriff’s spokesman Deputy Scott Wilson asked that the public keep an eye out for Mann’s car: A 2007 Ford Focus, blue in color, with Oregon license plate SL75557.

Mann likes to saltwater fish from docks, piers or the shoreline. The family noticed that his bait was missing from the residence and they assumed that he set out to go salmon fishing; however, the location was unknown.

Mann has lived in Washington for approximately 10 months and is not very familiar with the area. He has never been away from his residence overnight, the family told the Sheriff’s Department.

Cell phone records indicate that Mann may have been in the area south of Port Ludlow on Saturday, the Sheriff’s Department reported. His phone has since been powered off.

Mann has some medical issues, but is not considered suicidal nor does he suffer from any form of mental incapacity, Wilson said.
