Level 3 sex offender Toby Sybil, 27, has registered with the Kitsap County Sheriff’s Office to reside in the 400 block of Willow Street in Bremerton. That reflects a change of address within the city.

According to court documents, in 2005 Sybil was convicted in Clallam County of rape of a child in the second degree for sexually assaulting a juvenile female known to him. In 2008, Sybil was convicted in Clallam County of communication with a minor for immoral purposes.

According to information released by the Bremerton Police Department, there are 20,427 sex offenders who have registered as required since February of 1990 who are living in Washington state. Some 845 of these are registered with the Kitsap County Sheriff’s Office as living at county addresses and 241 of them live in Bremerton.
