Poulsbo cyclist killed, suspect charged

A 63-year-old Poulsbo resident, John Skubic, was killed last Friday on Central Valley Road after he reportedly was hit by a vehicle while riding a bicycle.

Skubic was identified by the Kitsap County Coroner’s Office as the victim, and an autopsy was scheduled for this week after press time. The suspect, 28-year-old Geoffrey Moore, was charged Monday with hit and run resulting in death and vehicular homicide, according to the Kitsap County Sheriff’s Office.

Deputies and personnel from Central Kitsap Fire and Rescue responded to the 8000 block of Central Valley Road NE, north of Foster Road NE, at 12:48 p.m. after a bicyclist was allegedly struck by a Jeep that then fled the scene.

The initial investigation indicates that Skubic was riding southbound on the shoulder of Central Valley Road and was struck by the Jeep, which was also traveling southbound and had gone onto the road’s shoulder.

According to KCSO documents, Skubic was wearing bright neon-bicycle gear, and parts of the Jeep were left at the scene. When rescue personnel arrived, they found the bicyclist lying on the ground and unresponsive. Despite lifesaving efforts, Skubic died at the scene.

Soon after, a KCSO deputy located the suspect vehicle in the parking lot of an apartment complex on NE Fairgrounds Road. The Jeep was occupied by Moore and a woman and had “fresh damage” to its front bumper, grill and hood, documents read.

When the deputy contacted them, they allegedly were smoking heroin with foil and a lighter. Moore told the deputy he fell asleep while driving and knew he hit something but continued driving.

Moore was booked into the county jail and held on $400,000 bail.
