PDC dismisses allegations regarding SKSD bond

The Public Disclosure Commission has dismissed an allegation that the South Kitsap School District’s board president violated law in regard to the district’s latest bond proposition.

Complaint documents state that Dave Kimble alleged director Jeffrey Wilson improperly used district facilities to promote the bond and falsified information. The latter complaint stems from a disagreement between director Jeff Daily and Wilson regarding the availability and reliability of environmental and feasibility studies linked to the bond.

Kimble wrote in a June 13 complaint to the PDC that Wilson “clearly used his position at the public dais to misstate many elements of the feasibility of accomplishing the construction and/or remodel elements contained within the board resolution and ballot proposition” at the June 6 meeting. “I allege he improperly used his public office and agency facilities in his efforts to convince/sway the voters to vote yes for the pending” $271 million bond to be placed on the Nov. 7 ballot.

A June 21 letter released by PDC compliance coordinator Ian Spencer references the Fair Campaign Practices Code in stating that Wilson acted within his rights as an elected official conducting regular board business. “Jeffrey Wilson is not working as part of a candidate or political committee campaign when conducting matters related to a ballot measure at an open public meeting,” the letter specifies.

Wilson was quick to respond to what he referred to as “another nothing burger from Dave Kimble and Company” in an email. He also said Kimble would be better suited to “find another hobby” in reference to their constant clashing over board matters.

The district also was investigated by the PDC in 2021 when Robert Parker and current candidate for the District 5 board seat Larry Mann made allegations against superintendent Tim Winter regarding the advertising of a bond issue. The PDC closed that case with no evidence of violations.
