New plan emerging for Kingston Library

KINGSTON — A new Kingston Library may still be packaged with a community center at Kingston’s Village Green.

Kitsap Regional Library staff and the Village Green Foundation are working on a plan to include a 4,000-square-foot library wing of the community center building, proposed for the property off West Kingston Road. The latest Village Green plans were presented at a meeting April 27 and can be viewed at www.kingstoncommunitynews.com.

“We’re very excited about the prospect,” library spokesman Jeff Brody said.

The library system hoped to build a standalone building on the Village Green property. That plan stalled when voters rejected a library tax hike in November 2010.

At 4,000 square feet, the library attached to the community center would still be three times larger than the current Kingston library, housed in the old community center building on State Route 104. Meeting rooms and bathrooms would be shared with the community center.

The Village Green Foundation is raising money to build the community center and would add the library space to its campaign. The Kitsap Regional Library Foundation would raise the money to furnish the new branch. Brody said library planners believe the larger library wouldn’t require more staff than are already employed at the Kingston branch.

Meanwhile, Village Green supporters are keeping a close eye on the state legislative session.

The state House of Representatives and the Senate have included a $1.03 million grant for the Village Green Foundation in their proposed capital budgets. Money would come from the Building Community Fund, which is paid for by state-issued bonds.

The foundation would use the money to complete site work at Village Green to prepare for the Community Center building. If the grant is included in the state’s final budget, site work could begin as early as this fall, said Village Green Foundation Executive Director Nick Jewett. The bulk of the site work will be done in 2012.

The latest site plans by Miles Yanick & Company of Bainbridge include a 21,000-square-foot community center to be built just up the hill from Village Green Community Park. Along with the library wing, the building would have space for a senior center, meeting and activity rooms, and a Boys & Girls Club. About 100 parking spaces will be dedicated to the center.

Martha & Mary of Poulsbo and Shelter Resources Inc. have plans for a 35-unit affordable senior housing development adjacent to the Village Green tennis courts.

Together, the park, senior development, library and community center will provide a family-friendly setting, Jewett said.

“Twenty-four hours a day it’s going to be a safe place for children to be,” he said.
