Navy seeks input on Kitsap base projects

Land-water interface and service pier extension draft Environmental Impact Statement available for public review and comment

SILVERDALE — The U.S. Navy has prepared a Draft Environmental Impact Statement (EIS) to assess the potential environmental impacts from the proposed construction and operation of new security structures and for the extension of the existing Service Pier on Naval Base Kitsap Bangor. The Navy invites the public to comment on the Land-Water Interface and Service Pier Extension Draft EIS.

Proposed Actions

The Navy is proposing two separate projects: 1) the construction and operation of Land-Water Interface structures, and 2) the construction and operation of a Service Pier Extension on Naval Base Kitsap Bangor.

The purpose of the Proposed Actions is to: 1) comply with Department of Defense directives to protect OHIO Class ballistic missile (TRIDENT) submarines from increased and evolving threats and to prevent the seizure, damage or destruction of military assets, and 2) eliminate deployment constraints and improve maintenance of the SEAWOLF Class submarines.

These two projects are independent actions but are related due to their geographic proximity and anticipated construction periods. They are analyzed in one EIS due to the potential for overlapping and concurrent environmental impacts.

Availability of Draft EIS and Public Comment Period

The Navy is seeking public input on the Proposed Actions and alternatives, and the accuracy and adequacy of the environmental analysis in the Draft EIS. The Draft EIS is available for public review online at www.nbkeis.com/lwi .

The Navy is accepting comments throughout the 60-day public comment period, from

Feb. 13 to April 15. All comments must be postmarked or received online by April 15 for consideration in the Final EIS. Written comments may be submitted via the project website at www.nbkeis.com/lwi, in person at the public meetings or by mail to:

Public Meetings

Two public meetings will be held to inform the public about the Navy’s Proposed Actions and alternatives under consideration, and to provide an opportunity for the public to comment on the adequacy and accuracy of the analysis in the Draft EIS. The public meetings will include an open house information session starting at 5 p.m. During this time, Navy representatives will provide information and answer questions about the Proposed Actions and Draft EIS. A short presentation by the Navy will begin at 6:30 p.m. followed by a verbal comment session. Written comments will be accepted throughout the public meeting. The public meetings will be held at the following locations and times:

Open House Information Session: 5 to 6:30 p.m.

Navy Presentation and Verbal Comment Session: 6:30 to 8 p.m.
