KT approves updated compensation for non-represented employees

The Kitsap Transit Board of Commissioners approved a survey that impacts the compensation non-represented employees receive as part of its Nov. 18 meeting.

The survey goes into effect the next full pay period Nov. 23, and will impact 18 positions affecting 43 non-represented employees. The estimated wage and benefits increases for the remainder of 2025 are $20,000 and $244,000 next year, per KT documents.

The survey conducted by Arizona-based Logic Compensation Group, a firm that specializes in client-specific business management consulting, evaluated both classification and compensation of roughly 75 non-represented positions. Classification work included a review of the Fair Labor Standards Act (FLSA) and job title leveling updates to ensure consistent titling among job levels. The compensation review included reviewing the current salary structure to pay employees according to duties and responsibilities. The study updates alignment for each job within a consistent average range maximum, and aims to address internal equity and alignment of non-represented positions, per agency documents.

KT executive director John Clauson said the agency conducts surveys roughly every three years in addition to annual wage increases.

“Depending on the number of recommended ranges for each position affected by the 2025 salary survey, affected employee wages may take one to three years to realize the full benefit of the salary survey,” per KT documents.

KT reviews the same comparables to those used in contract negotiations and also looks at the city of Bremerton and Kitsap County to gauge the compensation other agencies pay for similar positions, Clauson said. “ So this is kind of historically, what we’ve done. When the board approved the 2025 budget, they included the funding in the budget to conduct the comprehensive study for the non-rep folks,” he said.

Clauson also told the board that the agency will continue to waive fares for federal workers through December, as there has been a delay in transportation incentive passes being funded, adding, “The only caveat that I would put out there is we’re not sure what’s going to happen at the end of January.”
