KINGSTON — A Kingston man, accused of raping another man using S&M tools in 2011, has been charged in Kitsap County District Court with first-degree rape.

Tandy Lucas Murphy, 53, is due in court Nov. 14 and Nov. 26. He was booked Oct. 29 in Kitsap County Jail but was not on the jail roster Oct. 30.

In August, the Kitsap County Sheriff’s Office was contacted by authorities in Oregon about a rape that allegedly occurred at a Kingston home in June 2011. The incident was reported by an inmate at the Oregon State Penitentiary.

The inmate has spoken with counselors in Oregon about the rape; a counselor told the Kitsap detective on the case that while the inmate can be delusional, he is truthful. The counselor said the inmate has discussed the incident numerous times and his story is consistent.

The inmate alleges he was camping in the woods in Kitsap in June 2011, after being released from prison in Washington. He was walking into Poulsbo to meet with Department of Corrections officers, when a driver pulled over and offered him a ride. The inmate accepted, though the driver said he had to make a stop at a friend’s home nearby.

The two stopped at a home that allegedly belongs to Murphy, on the other side of a greenbelt adjacent to the Gamblewood neighborhood. It was here the inmate said he was attacked and raped by Murphy and the driver. The sheriff’s report details the inmate’s account of the incident, which involves numerous torture devices associated with S&M culture. The inmate received wounds to his eye and ear. He also was hurt where the two assailants allegedly shocked him with electrodes.

The inmate was then blindfolded and driven to the side of a Kingston road, where he was dropped off and abandoned. The inmate walked to a friend’s home where he stayed the night. He left for Oregon the next day. On his way out of town, he stopped by Murphy’s home and slashed the tires of the car he rode in the day before. The detective on the case confirmed that a malicious mischief report was filed in June 2011 at Murphy’s home about the slashed tires.

The inmate also told a relative about the incident. The relative spoke with a sheriff’s detective and corroborated details of the inmate’s injuries. Shortly after arriving in Oregon, the inmate was arrested for an unrelated crime. Multnomah County Jail records from June 2011 report injuries to the inmate’s ear and eye. The records also detail his story of being abducted and raped in Kingston.

A Kitsap County Sheriff’s detective met with the inmate in Oregon. The inmate picked out Murphy and the other alleged assailant from a photo lineup. He also pointed out a photograph of Murphy’s home.

Sheriff’s deputies arrested Murphy on Oct. 28. During a search of his Kingston residence, deputies reportedly found numerous S&M devices, including restraints, electrodes, a stun gun, and an electrical shocking device that matches a description provided by the inmate.

While interviewed by a Kitsap detective, Murphy said he and another man — the driver — would often meet men over the Internet and host them at his home for S&M encounters. The guests were often slaves and tortured. Murphy told the detective that he likes it when they say “stop” or “ouch,” but he would halt his torture if they used a safe word.

Murphy told the detective that he did not recognize the inmate when shown a photograph of him. He did admit to “playing” with a hitchhiker at his home, and that his friend — the driver — was involved.

Murphy said he felt his friend was dangerous and that he often spoke of the TV show “Dexter,” a program about a serial killer. Murphy said he thought his friend was capable of the things from the show.

The friend, identified by authorities as Suspect No. 2, has not been arrested.
