CKSD approves change orders for Klahowya, Olympic construction projects

The changes will cost the district $148,000

Two construction change orders at Olympic High School and Klahowya Secondary School were approved by the Central Kitsap School District Board of Directors last week.

The Board approved Change Order No. 14 in the amount of $10,615, plus Washington State Sales Tax to modify the District’s contractual agreement with Neeser Construction, Inc. for the Klahowya Secondary School Additions Project. The Change Order consist of three proposals:

  • Negotiated balance of work from change order 4
  • Installed additional framing support
  • Sheetrock existing wall in corridor C100

“These COP’s address unforeseen conditions that were necessary to complete the project and comply with local building codes and regulations,” Project Manager Shannon Thompson said in the notes for the change order.

The original contract amount came in at $14,768,934. Thirteen prior change orders, totaling $755,099.28 coupled with the new change order will now bring the contract total up to $15,534,648.28.

“We have money set aside for it, so it’s within our budget. 10 percent of our budget is put aside for change orders,” said CKSD’s assistant superintendent of finance and support, Doug Newell. “It sounds like a lot of money, but the reality is once you start building things you realize you may want to change some things.”

“The Capital Projects Office has reviewed the costs associated [with the most recent change order] and finds the increase in costs to be fair, reasonable and within industry standards,” Thompson said. “Fund for the expenditure will be taken from the Capitol Projects Budget for fiscal year 2018-2019.”

The Board also approved Construction Change Order No. 20 in the amount of $138,226, plus Washington State sales tax for the contractual agreement with Korsmo Construction for the Olympic High School Modernization and Additions Project.

“The bigger the project, the more change orders there are,” Newell said. “Both of these projects are in the closeout mode.”

In June 2016, the Board approved the original budget of $40 million. The budget was most recently revised and approved by the Board on November 7, 2018 in the amount of $54,320,000. Construction Change Order No. 20 consists of five requests:

  • CTE mechanical and structural revisions
  • Wall protection board revisions
  • Removed and replaced unsuitable soils below subgrade
  • Permitting fees
  • Air regulator installation and factory startup of exhaust fan 500

“This [change order] addresses work that was necessary to address minor scope gaps and revisions and field conditions encountered during construction,” Project Manager Joel Hansen stated in the notes for the change order.

The most recent change order will increase the contract amount by $138,226 for a revised total contract amount of $41,668,998.

“I would be very surprised if we had a project that didn’t have a change order,” Newell said. “As built is always different than as designed. Both of these are very standard change orders.”

The next CKSD Board meeting will be held June 5 at 6 p.m. at Barker Creek Community School.
