The Port Orchard City Council recognized Councilmember Fred Chang at its Dec. 16 meeting for his 20 years of public service as his term approaches its expiration Dec. 31.
Chang, who represents Position 6, has lived in downtown Port Orchard since 1996. He began his public service career on the city’s Planning Commission. While on the commission, Chang gained experience with zoning, land-use matters and other issues facing the city.
He has worked in the entertainment and software industries and currently works for the Washington State Department of Transportation in Seattle. He has also been involved with several local organizations, including the Bremerton Ferry Advisory Committee, the Port Orchard Chamber of Commerce and the Sidney Museum and Arts Association.
In the most recent election for City Council Position 6, Shirah Dedman received 2,645 votes, or 54.4%, while Chang received 2,215 votes, or 45.6%.
Mayor Rob Putaansuu recognized Chang at the council meeting.
“I just want to take a moment to recognize you for your 20 years of service as a councilmember,” Putaansuu said. “Fred and I started our journey in public service more than 20 years ago when we both signed up and served on the planning commission…You’ve always been a voice for the disenfranchised and the underdog, and I respect you for those values,” Putaansuu said. “I wish you the best in the next chapter of your life.”
Councilmembers also shared remarks on Chang’s impact.
“His viewpoints cause me to pause and think about where I’m coming from and why I’m coming from those positions,” said Councilmember Mark Trenary, Position 1.
Councilmember Jay Rosapepe, Position 2, said, “I hope we’re not seeing the last of Fred. I’ve asked him to come in to talk during citizen comment period to give us his voice and weigh in on items.”
Councilmember John Morrissey, an at-large member, said, “I want to thank Fred for being a welcoming face. As being one of the new faces here on council, you greeted us with open arms.”
Councilmember Eric Worden, Position 4, said, “I’ll miss his kindness and ability to see the big picture. Fred understands that the heart of Port Orchard is its people. While council seats may change, the needs, hopes and dreams of our citizens for a safe, welcoming community do not.”
Councilmember Heidi Fenton, Position 5, said, “I really appreciate your camaraderie and being able to call you up.”
Chang thanked the council, mayor and staff in his response.
“I’ve enjoyed working with each of you…the council, mayor, and the staff,” he said. “I’ve had a very wonderful experience here,” Chang said.
