Broadband company aims for Poulsbo foothold

Astound Broadband has applied to install new fiber optic cable through Poulsbo's core.

POULSBO — A new player is trying to get a line on Poulsbo, and it’s a fast one.

Telecommunications company Astound Broad-band has applied for a master permit to install fiber-optic cables through downtown Poulsbo and along Viking Avenue.

If approved, a new competitor for TV, Internet and telephone service could have a foothold in Poulsbo, although its application states that the company initially aims to provide services to government buildings, health care facilities and schools.

The area currently has other fiber-optic lines provided by organizations such as Kitsap Public Utilities District, which is using fiber-optic to provide free Wi-Fi in downtown Poulsbo. Other companies have franchises for other forms of service, such as Comcast, along cable lines. Poulsbo customers also have the option of DSL service along telephone lines.

The Poulsbo City Council was scheduled to consider approval of Astound Broadband’s five-year master permit at its Oct. 15 meeting, but it was pushed off and will be revisited next month.

“They concluded they needed more information,” City Engineer Andrzej Kasiniak said. “I think there were some questions that were difficult for me to answer without the city attorney present.”

Astound Broadband provides cable TV, broadband internet and telephone services via fiber-optic cables. It is a subsidiary of Wave Broadband, headquartered in Kirkland, also a provider of Internet, TV and phone services.

To do this, the company will install approximately 18,000 feet of aerial fiber cable along power poles owned by Puget Sound Energy. It will also place approximately 3,000 feet of underground fiber cables along city roads. It adds up to approximately four miles of new fiber optic cable.

The new aerial lines will run from the city’s southern limits on Fjord Drive to 6th Avenue where it will travel to Hostmark Street, take a left turn toward downtown to 3rd Avenue and run past city hall. It will then find its way along Front Street all the way to Lindvig Way where it will connect with Viking Avenue and travel south to the city limits on the other side of Liberty Bay.

An underground fiber-optic line will be installed along a northern stretch of 4th Avenue and run along Torval Canyon Road where it will meet up with the above ground line.

Astound Broadband’s fiber-optic lines are armored, and are resistant to electromagnetic interference, according to its application with the city.

The application notes that the master permit will not allow work on the project to begin right away. Astound Broadband will still be required to apply for construction permits for each project.

“This is a just a permit allowing them to do certain activities, and then they would come for permits for specific projects,” Kasiniak said.

It’s application also states that Astound Broadband would complete the installation within approximately 30-60 days after work begins.
