POUSLBO — The City of Poulsbo is moving ahead with a six-year road improvement plan that will usher in a wave of construction projects and change the face of city roads.

The six-year Transportation Improvement Plan — also referred to as the TIP — lists construction projects for Noll Road, Finn Hill, 3rd Avenue, 4th Avenue, and Mesford Avenue, among others. The projects are scheduled for the years 2015-20. It was approved by the City Council on July 2.

“It is the list of long-term capital street improvements that the City of Poulsbo is going to make,” Mayor Becky Erickson said.

“In order to be eligible for state funding, we need to list what we are going to do in the next six years. We have to have a plan for how they are going to be funded, whether through impact fees or federal grants. You just can’t create a wish list.”

The city has received some grant funding, such as a $300,000 federal grant for resurfacing Hostmark Street. There is also money left over from a previous funding cycle to pay for pavement restoration on 7th and 8th avenues, Erickson said.

In total, all projects listed on the TIP — including state, federal and local funding, as well as grants — will pump $17,142,000 worth of work into local roads.

Of that funding, $4.4 million will come from the city, nearly $1.2 million from the state.

The project garnering the largest grant is Noll Road.

“Noll Road is the top of list,” Erickson said.

The city received a $2.2 million federal grant to fund engineering, rights-of-way, acquisitions and more to tackle considerable changes to Noll Road.

“The southern portion of Noll Road isn’t going be Noll Road anymore, it’s going to be Johnson Road,” Erickson said.

Noll Road will be straightened out toward its southern end and will connect with Johnson Road, which will in turn play into the construction of a new Johnson Road and Highway 305 intersection.

Noll Road currently makes a hard left when traveling south past Bjorn Street.

“Now it will go straight a little further and it will take a hard right and then left to get down onto Johnson,” Erickson said. “That allows us to build a true intersection on Johnson and (Highway) 305. We don’t know what that intersection will look like, but it will be a controlled intersection.”

The changes are an attempt to accommodate the population growth that Poulsbo is expected to experience in the coming years, much of around Noll Road. The Mountain Aire development, for example, is on its way to adding 145 new homes to the Noll Road area.

The Noll Road project is just beginning, Erickson noted, and firm plans have yet to be made. “We have a vision, we have a plan, but now we need to get into the nuts and bolts.”
