50-foot wetland buffer for 91 apartments

Parties agree to smaller buffer for wetlands at proposed Arendal apartments due to changes in state code.

POULSBO — Progress on the proposed Arendal apartment complex on Viking Way has been set back two months because of a May 9 revision to the site’s wetland rating.

“Basically, we’re starting over again with the public notice process,” said Helen Wytko, a clerk in the Planning and Economic Development Department.

Proposed are 91 apartments on 7.55 acres at the southeast corner of Viking Way and Highway 305. In the original permit, the eastern portion of the site was designated a Type III wetlands, which calls for a 150-foot buffer between wetlands and buildings.

Poulsbo’s consultant, Grette Associates, disagreed with this designation based on a state Department of Ecology wetlands ratings change that took effect Jan. 1, 2015.

A peer review group, including representatives of the Suquamish Tribe, met at the site and agreed that, under the new rating system, the area in question on the property is a Type IV wetlands, not a Type III as originally specified. The Type IV only requires a 50-foot buffer.

As a signatory to a treaty that guarantees its fishing rights in its historical  territory, the Suquamish Tribe is a co-manager of the state’s salmon and has a voice on projects that could potentially impact salmon streams.

Under the revised tentative project timeline, the public now has until May 27 to comment on the change.
