Why sell the City Hall property? Keep it for a future parking garage. In the interim, demolish the old decrepit building and turn it into a surface parking lot, helping to alleviate the current parking problem in downtown Poulsbo.
Possibly the Public Works Department could use projects to sustain full employment this winter and would consider doing the demolition by sub-contracting out the “heavy lifting”.
If the city does not want to get into the parking lot business, how about a long term lease arrangement with a parking lot developer as a partner?
Let them fund the development in exchange for a long-term property lease.
