We own three pieces of land in the same area and they all touch one another. One piece of land is divided by a highway.
Is there anything we can do to change it so the highway does not divide the one piece?

I believe what you are trying to do is a boundary line adjustment. That is allowed in Kitsap County but there are rules to follow to do it. One rule is that the resultant pieces of land all need to meet current zoning guidelines.
So if the zoning is one home per 10 acre parcel, then all three resultant pieces will need to be at least 10 acres.
You will need to have new legal descriptions for each piece. An attorney or engineering company can help you with that process. Then you file paperwork with the county. You do not have to go through a hearing like you do when you are short platting a property.
