Kitsap Sun: Kingston ferry reservations could be on the horizon

“The state views reservations as a way to avoid spending $290 million to expand terminals over the next 21 years. The Legislature last spring directed WSF to complete a reservations pre-design study, and a draft report is due Dec. 15.”
