9-unit affordable housing project in Manette now complete

A new $5.7 million affordable housing project in Manette that began funding in 2022 was officially completed Dec. 18, coinciding with a ribbon-cutting ceremony.

The Kitsap Community Resources townhomes include nine units off of Wheaton Way and consist of two and three-bedroom homes. The project was officially named šəqusəbali, meaning “Place to Hold Your Head Up.” The name was given as a gift from the Suquamish Tribe, due to the land’s indigenous heritage, where the homes were placed.

With the addition of the nine new units, KCR’s affordable housing has increased from 36 to 45 units total. KCR noted that their mission with the affordable townhomes, located at 2115 E. 19th Street in Manette, is to serve to provide hope and opportunity for low-income Kitsap County residents by providing resources that promote self-sufficiency and stability.

Not only do families secure housing, but KCR also provides case management and support through other resources that they provide. These include Women, Infant, and Children (WIC) nutritional support, Head Start programs, rent assistance, veterans’ assistance, childcare, and employment and job training.

The Manette townhomes specifically aim to help low-income families with children, with six 2-bedroom units and three 3-bedroom units, one of which is ADA accessible. All of the units are also energy efficient, built to the Evergreen Sustainable Development Standard.

“It has been one of our main priorities to create additional affordable housing opportunities for city of Bremerton residents,” Bremerton Mayor Greg Wheeler said. “These new affordable housing units in Manette have added to the supply of housing and are providing stability and security for our low-income families.”

In March of 2020, a city of Bremerton & Kitsap County Affordable Housing Recommendation Report was released. In response to the housing challenges that many members of the community were facing, the Affordable Housing Inventory and Market Analysis overviewed the housing landscape, developers, and planners, as well as providing insight into the future housing demand in the county. Five years later, in July of 2025, the Kitsap County Department of Human Services Housing and Homelessness Division released its housing plan for 2025-2030, stating, “Rent-restricted affordable housing is limited and heavily concentrated in Bremerton.”
