PO approves design contract for Frederick Street construction

The Port Orchard City Council approved a resolution authorizing the mayor to execute a contract with KPFF Consulting Engineers for the design of the Frederick Street Reconstruction Project at its Nov. 18 meeting.

The project focuses on rebuilding Frederick Street, a key corridor within the Bay Street improvement area, addressing aging infrastructure, improving multimodal access, and enhancing safety and connectivity. Originally part of the broader Bay Street Reconstruction Project, the Frederick Street segment will now proceed separately.

The professional services agreement with KPFF includes scope, fee, and contract terms totaling $312,000. The contract will support the completion of design documents, permitting, and coordination needed to prepare Frederick Street for future construction. Funding will come from local Transportation Impact Fees, with the city planning $375,000 for the project as part of the Mid-Biennial Review.

Mayor Rob Putaansuu said the decision reflects changes in nearby development plans.

“So six months ago, we thought we were moving forward with Bay Street and Frederick Street combined in one project because the bank was going to be moving forward on their project. Since they’re not and that project is being redefined, we don’t want to build Frederick Street yet because we don’t know where the driveway cuts need to be, but we want to make sure that the infrastructure connecting our new Bay Street to the new community center all line up and we’re not cutting up our new road,” he said.

He added, “That’s why it’s important to get at least 60% design for this section of roadway, and then we’ll finish it up later and then build that section of roadway when the new project comes forward for the bank site.”
