Poulsbo Place neighbors uneasy about changes

POULSBO — As work on Poulsbo Place II began in 2005, Poulsbo Place resident Dolores Lynch was among those keeping a close eye on the project.

After meeting with David Smith and Barry Keenan of Central Highlands Builders, the company developing the property, in the spring of 2005, Lynch thought Poulsbo Place II would be a nice match to its counterpart.

However, in August 2006, Lynch noticed dramatic proposed changes in those plans, which have culminated in a meeting at 2 p.m. today at the Poulsbo Fire Department between concerned neighbors and Central Highlands Builders.

“It’s just a total change, and we’re hoping that he will keep his word,” she said.

Those changes would add 211 condominium units to the development, reducing the amount of open space by almost 45,000 square feet.

“We’re already pretty dense as it is, and this will increase the density by 51 percent,” Lynch said.

Poulsbo Place is a master planned community, so residents who moved there expected a certain environment, she said.

“It’s all single family homes, townhomes and duplexes,” she said. “Nothing was said about condos.”

The proposed condominiums will be “monstrous” buildings about four stories tall and won’t blend into the surrounding residential environment, she said.

Traffic flow is already poor in the area, so the additional density combined with the lack of parking would only make things worse, she said.

Even though some developers might shy away from listening to residents’ concerns, Lynch credits Smith for being willing to at least hear them out.

“He was very amenable, and he’s a very nice gentleman,” Lynch said. “We’re just hoping he changes his plans.”

While the proposed changes may be a topic of discussion at today’s meeting, city senior planner Linda Mueller said the planning department hasn’t received any official plans for changes to the Poulsbo Place II master plan.

“It would have to be an amendment to the master plan, and there would still have to be a public meeting,” Mueller said.
