Port of Bremerton commissioners unanimously approved the bid from a Texas-based company for the Harper Pier Replacement Project during a 10-minute meeting.

At the June 30 meeting, the board accepted Orion Marine Group Inc.’s bid of $958,000 for the project. Orion, who has been in business for more than 80 years, is headquartered in Houston with a Pacific Region office in Tacoma.

The port has allocated $1.4 million in the 2014 budget which includes $500,000 from the Aquatic Lands Enhancement Account (ALEA) of the Washington Department of Fish and Wildlife, $776,000 in state funding and $131,300 from the port.

Work on the pier is schedule in September with a Jan. 15 completion date, according to Fred Salibury, director of Airport and Industrial Operations.

The port received five sealed bids on June 25.  Other bids came from American ($1 million), Quigg ($1.167 million), Redside ($1.156 million) and Mason ($1.144 million).

Salisbury said the port’s engineers – PND Engineers Inc. – reviewed all the bid documents and recommended accepting Orion’s bid.

He said three of the five bidders presented an additional alternate bid if the port wanted the pier finished by Sept. 15.

In Orion’s bid, $706,000 would be used for the galvanized steel ramp, catwalk and pier; $100,000 fro electrical and lighting; $80,000 for site mobilization and demobilization; $40,000 for floats; $30,000 for the gangway and $2,500 for the gangway lifting towe.

Salibury said because there was no federal funding, there was no “Buy American” provision in the contracts.

Clean-up date for Harper Pier is July 12

The beach cleanup for the Harper Pier Replacement Project is scheduled from 8 a.m. to noon on July 12.

Volunteers will be needed as spotters, pickers, carriers, photographers and people also can be used to document the debris that is picked up. Also, beach captains will be need to explain what needs to be picked up.

No machines are allowed on the beach.

The beach clean up is required by the state as mitigation for construction of the new pier. It is the final step before beginning the construction of the pier.
