Freedom fleeting for SK sex offender

A Level III registered sex offender who just weeks ago was released to live in Manchester was arrested this month and returned to jail, the Kitsap County Sheriff’s Office reported. Spokesman Deputy Scott Wilson said that Chad Michael Rock, 34, was arrested earlier this month for “escaping from community custody” and is now serving his sentence at Kitsap County Jail.

A Level III registered sex offender who just weeks ago was released to live in Manchester was arrested this month and returned to jail, the Kitsap County Sheriff’s Office reported.

Spokesman Deputy Scott Wilson said that Chad Michael Rock, 34, was arrested earlier this month for “escaping from community custody” and is now serving his sentence at Kitsap County Jail.

“He failed to comply with the requirements of his release,” Wilson said. “Hopefully when he is released again he will be back on track.”

However, Wilson said Rock will not be living at the home on Peru Avenue where he previously registered.

“When he is released he will not return to that address, and he may be a transient,” he said, explaining that he was not aware of the reasons why Rock would not be living there.

Rock was arrested in October of 2004 after a 15-year-old girl reported that he had forced her to have sex with him after buying beer for her, according to a Sheriff’s Office report.

The victim told sheriff’s deputies that she had two encounters with Rock, and during both incidents he bought and drank alcohol with the victim and her 18-year-old sister at the girls’ home.

When the first sexual contact occurred, the victim said she had consumed three 40 oz-bottles of beer in one hour then got into Rock’s car, where he raped her. Rock was later convicted of third-degree child molestation.

In 1998, he was convicted of third-degree rape of a child, also in Kitsap County, after sexually assaulted two 15-year-old females unknown to him. He reportedly obtained their phone numbers and addresses by looking through a relative’s address book.

Rock has refused treatment and denies he committed the offenses, leading him to be classified as Level III, or most likely to re-offend.

He is described as 5-10, 180 pounds, with brown hair and hazel eyes.
