Fourth offender moves into Viking Way LRA

A fourth level-three offender will be moving into the group home in the 17000 block of Viking Way in Poulsbo.
Michael Dale Loyle, 63, will be moving into the controversial home that currently houses three other high-level sex offenders. Residents have recently spoken out against the DSHS-contracted home, stating that they are fearful for the safety of their children and outraged at the lack of county involvement in the siting process.
According to the Kitsap County Sheriff’s Office bulletin sent out in advance of Loyle’s arrival, he was convicted of communication with a minor for immoral purposes in 1984, indecent exposure in 1992 and rape of a child in the first degree in 1993. While serving his sentence for the 1993 rape conviction, Loyle received several infractions for sexually inappropriate behavior and refusing to follow staff directives.
The bulletin also notes that while at the McNeil Island Special Commitment Center, Loyle has been compliant with institutional rules and shown a high degree of effort and motivation in participating in treatment.
